On October 29, 2021, the Indian Ministry of Commerce and Industry issued a notice saying that the first sunset review of anti-dumping against Wire Rod of Alloy or non-alloy Steel originating or imported from China was final and affirmative, and recommended that anti-dumping duties be imposed on the Chinese products involved for another five years. The duty is the difference between the CIF price and the minimum price, which is us $546 / ton. The case relates to products under Indian Customs codes 7213 and 7227. The following products are not subject to anti-dumping measures in this case: wire rods (commonly known as rebar or rebar) with dents, flanges, grooves and other deformation caused by rolling under duty Code 72131090, stainless steel wire rods under duty code 7221, and high-speed steel wire rods under duty code 72271000. On 2 June 2016, the Indian Ministry of Commerce and Industry issued an announcement, Upon application of Steel Authority of India Limited, Rashtriya Ispat Nigam Limited, Usha Martin Limited and JSW Steel Limited, Initiate anti-dumping investigation on wire rod originating or imported from China. On November 2, 2016, India imposed provisional anti-dumping duty on wire rod from or imported from China. The duty is the difference between THE CIF price and the minimum price, which ranges from us $499 / mt to US $538 / mt. On August 30, 2017, the Indian Ministry of Commerce and Industry issued a final affirmative anti-dumping ruling on the case, recommending that anti-dumping duties be imposed on the Chinese products involved for a period of five years, with the difference between THE CIF price and the minimum price ranging from us $535 / mt to US $546 / mt. On 9 October 2017, The Directorate General of Taxation of the Ministry of Finance issued Circular No. 48/2017-Customs(ADD), which decided to impose anti-dumping duties on Chinese products in the form of minimum prices for a period of 5 years. On July 28, 2021, the Ministry of Commerce and Industry of India announced that it has initiated the first sunset review of anti-dumping investigation against wire rods originating or imported from China at the request of the India Steel Association. On 1 August 2021, the Directorate General of Taxation of the Ministry of Finance issued Circular No. 42/2021-Customs(ADD) extending the validity of anti-dumping measures against Wire rod imports or imports from China until 31 January 2022.
